My experience is teaching in universities rather than community colleges, but I suspect the experiences may be valuable.  

In my experience, a new course usually starts as an offering by a faculty member who thinks the material is important.  If approved, that faculty member teaches the course one or more times to prove its validity and its ability to draw students to take the course.  After one or more successful offerings the department proposes the course with a permanent course number and submits paperwork for university approval.  

Based on my university experience, I think it may be crucial for the course to be promoted and taught by a faculty champion.
